Consultation description
Following extensive engagement with stakeholders and analysis of responses from the consultation for the Warm Healthy Homes Strategy last year, this consultation seeks views on the Department’s proposed model for the delivery of energy efficiency measures to low-income households.
The proposals include:
- Eligibility qualification criteria including income thresholds and the use of certain benefits to determine entitlement to the Warm Healthy Homes Fund
- Impact of householder personal savings
- Increased grant limits per household
- Support offered to those living in the Private Rented Sector
- Quality Standards and Redress for consumers
A 12-week stakeholder consultation has been scheduled to run from 27 May 2026 to 19 August 2026 via the Citizen Space platform.
This public consultation aims to capture the views from anyone with an interest or opinion on the Department’s proposed model for the delivery of energy efficiency measures to low-income households.
The views provided by you will help the Department for Communities with further policy development in this area and assist in the final design of the Warm Healthy Homes Fund.

Consultation events will be held in Belfast, online and Omagh to provide an overview of the proposed Warm Healthy Homes Fund and give stakeholders an opportunity to share views to help inform the final design of the scheme.
