    The Department for Communities has a statutory duty to review the Caravans Act (NI) 2011 every five years and the review findings and recommendations were published in the Summary Report which was published in March 2023.

    The 2011 Act is cross-cutting legislation with the Department for Communities having responsibility for the residential sector and Irish Travellers, the Department for the Economy having policy responsibility for the holiday sector, and the Department for Infrastructure having a role to prescribe the dimensions of structures to be regarded as caravans. Each Department was responsible for the outworkings of the recommendations within the Summary Report that related to their respective departmental remit.

    Within the Summary Report the Department for Communities undertook to produce and publish easy read Fact Sheets relating to the legislative provisions that created the most concern or confusion during the 2021 Review in respect of the residential caravan sector. That work has completed, and Fact Sheets have been designed to give a concise overview of the obligations and responsibilities for both the residential caravan owner and the site owner/manager.
