    The policy will continue to direct help to those considered to be most vulnerable in society who are in the lower income bracket and therefore more likely to be in fuel poverty.

    Certain people within the Section75 categories are more likely to be considered as being vulnerable; in this case, people with disabilities and/or health conditions may also experience barriers of economic participation, social isolation, and poverty due to the additional costs associated with disability and ill-health.  This could also affect people of an certain age, mostly 65+.
