    The Department of Finance and Personnel (now DoF) approved ‘Guidance Notes for Applications for Schemes of Emergency Financial Assistance to District Councils’ in August 2004. This guidance sets out the terms and conditions for the Department to establish a scheme to provide emergency financial assistance to councils under Article 26. This framework provides the basis for this Protocol.
