Northern Ireland Housing Executive Board Member Appointment

Communities Minister, Gordon Lyons MLA, has appointed Councillor Mark Cooper as a Member of the Northern Ireland Housing Executive (NIHE) Board with effect from 17 November 2025 until the next local council elections.
This is in line with the statutory requirement to have four Board Members drawn from the Northern Ireland Housing Council, with three such Members already serving on the Board.
The NIHE was established by the Housing Executive Act (NI) 1971. It is the Strategic Housing Authority for Northern Ireland, and a public landlord at scale, with an annual budget of approximately £1.2bn, providing a range of public services and around 83,000 homes.

- NIHE Board Members receive remuneration of £8,262 per annum for a minimum of one day per month.
- This appointment has been made in accordance with the Commissioner for Public Appointments for Northern Ireland’s (CPA NI) Code of Practice. All appointments are made on merit and political activity plays no part in the selection process. However, CPA NI requires the political activity of appointees to be published. Any relevant details are provided in the below biography.
- Cllr Mark Cooper Biography: Mark is a DUP Councillor for Antrim and Newtownabbey Council, having formerly served as the Council Mayor. He is the current Vice-Chair of the NI Housing Council. In these roles he has experience of working in partnership and collaboratively with a range of stakeholders, experience of which he brings to the NIHE Board. He was also awarded the British Empire Medal (BEM) for services to the local community. He holds no other public appointments at present.
