The regulation of the sale of alcohol to the public should be consistent, fair and efficient enough to allow the majority of the population to enjoy its social benefits while at the same time protecting those who abuse it.

Regulation must be flexible enough to allow responsible licensees to continue to improve services and standards while removing those in the trade who actively promote alcohol misuse. Finally, it must balance the needs of business with the need for controls.
