    Changes are required to disability and carer benefits legislation to provide a legal basis for the continued payment of benefits for a small cohort of claimants not explicitly covered by the Withdrawal Agreement or the equivalent agreements with the EEA EFTA states or Switzerland, despite policy intentions at the time these Agreements were drawn up.
