    This document presents the findings from the consultation on the Department for Communities’ policy changes to the 2024/2025 Winter Fuel Payments which limited the annual Winter Fuel Payment in Northern Ireland to pensioners in receipt of Pension Credit or other means tested benefits for winter 2024/25.

    The public consultation opened on 9 December 2024 and closed on 2 March 2025.

    This report has been produced to highlight the comments received during the consultation period and to outline the steps taken by the Department to mitigate impacts on Section 75 groups.

    It is important to note that this policy was implemented for Winter 2024/2025 only, and has since been re-instated in full.
