Personal Independence Payment (PIP) Daily Living Activity Scores Statistics - April 2025

In March 2025, the Department for Work and Pensions published the 'Pathways to Work: Reforming Benefits and Support to Get Britain Working Green Paper'. Among the measures proposed, the Secretary of State for Work and Pensions outlined the planned introduction of a new rule on awards of the Daily Living component, namely that in addition to the existing requirement of a minimum of 8 points, that claimants must have a score of 4 points in respect of at least one of the ten activities assessed to qualify for a Daily Living award.
On 18 June 2025 the ‘Universal Credit and Personal Independence Payment Bill’ was introduced to Parliament. Several significant changes were subsequently announced by UK Government Ministers: on 30 June 2025 that the changes would apply to new claims only; and during the Bill’s second stage debate on 1 July, committing to removing the clauses relating to PIP changes entirely from the Bill.
While the original scope of the proposed Bill has been subject to change as outlined above, to provide comparative figures for Northern Ireland and to inform any future discussions regarding the reform of PIP, the Department for Communities is publishing its analysis of PIP Daily Living Activity Scores for new and existing claimants. Breakdowns are available for age, gender, medical condition, and geography as at 30 April 2025.
