    A Fresh Start – the Stormont Agreement and Implementation Plan was published by the Northern Ireland Executive and the UK and Irish Governments in November 2015.

    This agreement set out proposals for addressing some of the most challenging and intractable issues impacting our community, including commitments to tackle paramilitarism and organised crime. It set up an independent three-person panel, the Independent Reporting Commission (IRC), to make recommendations.  The Executive responded to the Panel’s Report with the Executive Action Plan for Tackling Paramilitarism, Criminality & Organised Crime, published in 2016. The Executive Programme on Paramilitarism, and Organised Crime (EPPOC) has operated since 2016 and is funded jointly by the NI Executive and UK Government.
