The Universal Credit Contingency Fund (UCCF) (change to eligibility criteria effective from January 2020) screening

The Department decided that the UCCF should be delivered within the current Discretionary Support (DS) Scheme, which is provided for in the DS Regulations (Northern Ireland) 2016.  Payments from the UCCF are made available in the form of non-repayable grants, limited to one per year, to new claimants facing hardship as a result of difficulties not due to any fault on their part and who have already received a benefit-transfer or new-claim advance of their first UC payment.

The proposed change is that the requirement for claimants to receive a UC Advance payment before being eligible for a payment from the UCCF should be removed. This will make the eligibility criteria for accessing the UCCF Fund less restrictive.
