It provides a detailed analysis of factors contributing to the high rate of inactivity in Northern Ireland, a set of regional and international comparisons and an assessment of current and previous policy initiatives. This baseline study of economic inactivity is the first step in the development of a joint strategy to tackle inactivity by the Department for Employment and Learning and the Department of Enterprise, Trade and Investment.
