Discretionary Support (Amendment) (Covid-19) Regulations (Northern Ireland) 2020 screening

Date published: 31 March 2020

Discretionary Support was introduced as a Northern Ireland-specific scheme to replace Social Fund Community Care Grants and Crisis Loans for living expenses following their abolition as part of the package of welfare reforms.  The Discretionary Support policy was developed by the Department and has been delivered up to now under the provisions of the Discretionary Support Regulations (Northern Ireland) 2016.

The amendments contained in this set of regulations make provision for the following:

  • to provide a Discretionary Support non-repayable grant (rather than a loan) for living expenses to claimants who find themselves in a crisis as a result of them or a member of their immediate family either being diagnosed with COVID-19 or being advised to self-isolate because of COVID-19; and
  • to provide more than one grant for living expenses, if required, to claimants who find themselves in a crisis as a result of them or a member of their immediate family either being diagnosed with COVID-19 or being advised to self-isolate because of COVID-19
