Abolition of Class 2 National Insurance Contributions: New Eligibility Tests for Contributory Benefits and Maternity Allowance

Summary

In order to comply with its obligations under section 75 of the Northern Ireland Act 1998, the Department has undertaken an EQIA on proposals to abolish Class 2 National Insurance Contributions which will be brought forward in a National Insurance Contributions Bill in Westminster.

It is anticipated that the Bill will:

  • Abolish Class 2 National Insurance Contributions
  • Introduce a new eligibility test for contributory benefits based on the payment of Class 4 National Insurance Contributions
